Governor Culver Announces Vision Iowa Grant for Flood Recovery Effort
Governor Chet Culver announced $2,300,000 in Vision Iowa today, including their first award to a project recovering from last year's floods. The grants, approved today by the Vision Iowa Board at their meeting in Ft. Dodge, were awarded to the Theatre Cedar Rapids, a community theater expansion in Spencer and a new public library in Williamsburg.
“The Theatre Cedar Rapids project is the Vision Iowa Board’s first opportunity to assist in flood recovery,” said Governor Culver. “I know the Board is excited to be part of the recovery in Cedar Rapids. They understand how this project leverages additional investment in downtown—a critical factor for recovery and rebound in Cedar Rapids.”
“While we’ve required LEED (Leadership in Energy and Environmental Design) certification for other projects, Williamsburg’s library is the first time we’ve required the silver ranking,” said Vision Iowa Board Chairwoman Regenia Bailey. “They’ve really stepped up to the plate. We look forward to using this project as an example of the advantages of smart design.”
The following projects were approved for grants awarded from the Community Attraction and Tourism (CAT) Fund:
Theatre Cedar Rapids – The Next Act – Cedar Rapids
Total Project Cost: $7,401,539
Amount Requested: $1,500,513
Amount Awarded: $1,500,000
This project includes the major expansion and renovation of the Iowa Theatre Building. On the main floor, the renovation focuses mainly on improving the patron experience including a new digital marquee, expanded lobby and larger, code-compliant restrooms. Additionally, the basement will be reorganized and contain the actors’ quarters including new dressing rooms, make-up room, costume construction, microphone storage and rehearsal space.
This award is contingent upon the completion of fundraising in 60 days, additional funds being committed to the construction of the project from Linn County and $1,000,000 being raised for an endowment.
Spencer Community Theatre - Spencer
Total Project Cost: $1,435,921
Amount Requested: $ 244,721
Amount Awarded: $ 200,000
This project includes the renovation of the existing 9,598-square foot Spencer Community Theatre, as well as the construction of a 7,437-square foot addition. Six major components of the renovation include: adding a new lobby and entrance terrace on the west side of the building; raising the roof over the theatre by four feet to accommodate stage lighting and scenery; improving and expanding the HVAC system; expanding the stage to provide for more wing space; reconfiguring seating for better sight lines for audience members. The addition will house a new set construction shop, new dressing rooms and green room, new Library/Museum to be used for meetings, classes and rehearsals, and larger, handicapped accessible restrooms.
This award is contingent upon the completion of fundraising in 180 days and a start date of construction no later than September 1.
Williamsburg Public Library - Williamsburg
Total Project Cost: $4,069,489
Amount Requested: $ 630,000
Amount Awarded: $ 600,000
This project includes the construction of a new public library on land purchased by the city located on the northwest corner of the downtown square.
This award is contingent upon the completion of fundraising in 180 days and the project obtaining the silver level of Leadership in Energy Efficiency (LEED) certification.
The Vision Iowa Program provides financial incentives to communities for the construction of recreational, cultural, educational or entertainment facilities that enhance the quality of life in Iowa. Currently, 321 CAT awards have been granted by the board, totaling $119,994,405. The next Vision Iowa Board meeting is scheduled for Wednesday, August 12, in Des Moines.
